The Liberia Alcohol Policy Alliance and the West African Alcohol Policy Alliance launched and published a Civil Society Shadow Report on Liberia’s implementation of the Framework for Implementing the Global Alcohol Action Plan 2022-2030 in the WHO Africa Region on 21 August 2025. It highlights the role of civil society in supporting Liberia’s Ministry of Health in developing Liberia’s National Alcohol Policy and Strategy (2023-2033). Progress in its implementation has stalled since 2024 due to changes in the government. The Liberia Alcohol Policy Alliance continues to collaborate with the Ministry of Health’s Mental Health Unit and recommends activating the coordination mechanisms outlined in the strategy, increasing stakeholder awareness, and prioritizing policy implementation.
The shadow report highlighted critical gaps in implementation:
- Limited public awareness of alcohol-related harms
- Weak enforcement of existing regulations
- Insufficient data collection and surveillance systems
- Lack of funding and political commitment
The shadow report recommends the utilization of existing coordination mechanisms and the implementation of stronger policies, including:
- Stricter marketing and sales regulations
- Community-based prevention programs
- Improved healthcare services for the treatment of alcohol use disorders
- Cross-sectoral collaboration
- Greater accountability and transparency
