This WHO publication focuses on the interventions under Action Area 1 of the Global Alcohol Action Plan on addressing the acceptability, availability and affordability of alcoholic beverages. It offers different implementation options for each intervention, with illustrative examples and excerpts from legal texts from around the world.

It covers:

  • the lawmaking process,
  • legal powers, duties and restraints in regulating alcoholic beverages,
  • laws and regulations to address acceptability (marketing bans and restrictions, alcoholic beverage labelling),
  • laws and regulations to restrict availability (regulating product characteristics, regulating sale and service of alcoholic beverages),
  • laws and regulations to reduce the affordability of alcohol (taxation and other price policies),
  • monitoring compliance and enforcement
  • legal considerations for each type of intervention.
